Narendra Modiji post a song on Maa Ambe - Maay Bhavani, on the auspicious day of Ram Navami.     The striking part is that this song is composed by my mother Meena Mangeshkar Khadikar and sung by my aunt Lata Mangeshkar..           We just chatted with Aai and told her regarding this post.     She shared an interesting behind-the-scene story.           This song was originally to be composed by Lata didi herself, however during those days, Didi was overwhelmed with the work load and couldn’t dedicate the time required.     So, she requested her sister Meena to step in and do the needful. B |     초등학생 2년 새 20% 급감·자살률 85% 폭증 vs. 전입 증가·혼인 3년 연속 상승 '엇갈린 지표'지방소멸의 위기감이 전국 농어촌을 덮치고 있는 가운데, 국악과 과일의 고장 충북 영동군의 지표에도 짙은 그늘과 새로운 희망의 빛이 교차하고 있다.출생아 수 감소와 학령인구 급감, 자살률 급증 등 구조적 위기 신호가 뚜렷하지만, 한편으로는 전입 인구가 늘어나며 3년 만에 '순유입'으로 돌아서고 혼인 건수가 꾸준히 증가하는 등 반등의 불씨도 함께 확인됐다.국가통계포털(KOSIS)의 'e-지방지표(충북 영동군)'에 따르면, 영동군의 인구와 보건·복지, 산업, 안전 전반에 걸쳐 긍정적 지표와 부정적 지표가 뚜렷한 대비를 보이고 있다.짙어지는 인구절벽의 그늘... 초등학생 2년 만에 20% 줄어가장 심각한 위기 신호는 인구 자연감소와 학령인구 축소에서 나타난다. 영동군의 주민등록인구는 2023년 4만 4195명에서 2024년 4만 3551명, 2025년 4만 3032명으로 매년 500~600명 안팎씩 줄어들며 4만 3000명 선마저 위협받고 있다. 군민 평균연령은 2023년 54세에서 2024~2025년 55세로 올라섰다.특히 출생과 사망의 불균형이 극심하다. 2023년 영동군의 출생아 수는 104명이었으나 2024년에는 두 자릿수인 96명으로 떨어졌다. 반면 사망자 수는 2023년 747명, 2024년 675명에 달해, 출생아 대비 사망자가 무려 7배에 이르는 심각한 자연감소(데드크로스)를 겪고 있다.아이 울음소리가 잦아들면서 교육 현장의 타격도 가시화됐다. 14개 초등학교가 위치한 영동군의 초등학교 학생 수는 2023년 1403명에서 2024년 1242명, 2025년 1128명으로 불과 2년 만에 19.6%(275명)나 급감했다. 유치원 원아 수 역시 2023년 235명에서 2025년 186명으로 20.9% 줄었다. 학급당 학생 수도 13.87명(2023년)에서 13.13명(2025년)으로 지속적인 하향세를 보이고 있다.

순유입 전환·혼인 증가... '사람이 찾아오는 고장' 가능성하지만 절망적인 지표만 있는 것은 아니다. 사회적 이동을 나타내는 '순이동인구'에서 괄목할 만한 반전이 나타났다.영동군의 순이동인구는 2023년 -155명, 2024년 -46명으로 전출자가 더 많은 순유출 상태였으나, 2025년에는 전입(3674명)이 전출(3621명)을 앞지르며 +53명의 순유입으로 전환됐다. 귀농·귀촌 및 전입 유도 정책 등이 일정 부분 효과를 거두며 유출 흐름에 제동을 건 것으로 풀이된다.혼인 지표 역시 긍정적인 신호를 보냈다. 2023년 98건(조혼인율 2.2)에 머물렀던 혼인 건수는 2024년 116건(2.7), 2025년 128건(3.0)으로 3년 연속 증가세를 이어갔다. 혼인 증가는 향후 출생아 수 반등의 전제 조건이 된다는 점에서 고무적인 대목이다.지역 경제 기반에서도 전체 등록 사업체 수가 2023년 5,716개에서 2024년 5893개로 소폭 늘어났고, 축산업 분야의 친환경인증 축산물 출하량은 2023년 4616톤에서 2024년 6513톤, 2025년 6483톤으로 크게 도약했다. 주택 수 또한 2023년 2만 1731호에서 2025년 2만 2035호로 꾸준히 확충되고 있다.건강·안전 지표의 엇갈림... 흡연율 줄었지만 자살률·의료미충족 '비상'군민들의 일상생활과 보건 복지 영역에서도 희비가 갈렸다. 우선 생활 습관 측면에서는 긍정적 변화가 두드러졌다. 흡연율은 2023년 25.7%에서 2024년 23.3%, 2025년 20.0%까지 꾸준히 낮아졌으며, 주관적 건강수준 인지율도 2024년 48.7%에서 2025년 54.3%로 상승했다. 화재 발생 건수 역시 2023년 99건에서 2025년 86건으로 감소했고, 상수도(87.5%→88.3%) 및 하수도(82.8%→83.6%) 보급률도 소폭 개선됐다.반면, 취약계층 보호와 정신건강 분야에는 빨간불이 켜졌다. 인구 10만 명당 자살률이 2023년 24.7명에서 2024년 45.7명으로 1년 새 85% 급증했다. 또한 병의원 치료가 필요함에도 받지 못했다고 응답한 비율인 '미충족의료율'이 2023년 3.2%에서 2024년 5.4%, 2025년 5.1%로 높은 수준을 유지했으며, 고위험음주율도 2024년 15.2%에서 2025년 19.5%로 다시 상승했다."소멸 위기 속 피어난 불씨, 촘촘한 정주·의료망으로 살려야"통계가 보여주는 영동군의 현재는 '소멸 위기의 가속'과 '자생적 회복력의 태동'이 팽팽히 맞서는 형국이다.자연감소로 인한 인구 축소와 학령인구 감소는 단기간에 해결하기 어려운 국가적 난제이지만, 순이동 인구와 혼인 건수의 증가는 영동군이 가진 가능성을 보여준다.결국 영동군이 직면한 과제는 명확하다. 유입된 청·장년층과 신혼부부가 안정적으로 정착할 수 있도록 양육·교육 환경을 지켜내는 동시에, 급증하는 자살률과 의료 미충족 문제를 해소할 수 있는 촘촘한 지역 사회안전망 구축이 시급한 시점이다.。
