The provincial emergency management department has directed eight cities, including Dalian, Anshan and Dandong, to place 3,611 rescue and emergency response teams totaling over 127,000 personnel on standby for flood relief. Dandong alone had evacuated 8,078 people by 6 a.m. Monday.
The Dandong meteorological observatory issued a red alert for torrential rain at 11:33 a.m. Monday, reporting that 160 to 240 mm of precipitation had fallen in the urban area over the previous 11 hours. Another 100 to 130 mm is expected in the following six to eight hours, with the maximum hourly rainfall intensity hitting 70 mm and the cumulative total potentially exceeding 350 mm by the end of the event.
China has a four-tier weather warning system, with red representing the most severe warning, followed by orange, yellow and blue.

。此次投票中,中国、俄罗斯、法国等国,投下了赞成票,而只有美国、以色列等少数国家表示反对,英国和乌克兰等25个国家,则直接选择了弃权。
目前,巴勒斯坦在联合国的地位是观察员国,在大会上没有表决权。早在十三年前,巴勒斯坦总统阿巴斯,就曾向联合国提交过申请,希望巴勒斯坦能够成为联合国的正式会员国。然而,由于美国当时坚决反对,巴勒斯坦才暂停了申请。
到了今年4月,应巴勒斯坦的要求,联合国安理会在时隔13年后,再次审议巴勒斯坦加入联合国的申请,当时只有12票赞成票,还因为常任理事国——美国,行使了一票否决权,导致决议草案没能通过。
他表示,“美国一直明确支持巴勒斯坦建国,并希望在此过程中,能够取得实质性的进展。美国投下反对票,只是认为只有通过巴以双方的直接谈判,才能实现巴勒斯坦建国的目标”。
在联大紧急特别会议通过决议草案后,巴勒斯坦总统阿巴斯发表声明,感谢在会议中投票支持巴勒斯坦的国家,称“这些国家的支持,是对真相和正义的认可”,并且这次决议的结果,也体现了国际社会对巴勒斯坦人民的广泛支持。
然而,以色列代表为了表达不满和抗议,直接在联大现场,用碎纸机粉碎了《联合国宪章》。此外,以色列外长还表示,联合国大会提升巴勒斯坦在联合国地位的决定,完全是“对哈马斯的奖励”,并声称,这一决定突显了“联合国对以色列的偏见”,他认为“联合国已经成为一个不再重要的机构”。
但实际上,联合国这么做,恰恰是为了让国际社会更好地倾听巴勒斯坦的声音,帮助巴勒斯坦在与以色列谈判时,能够拥有更加平等的地位。在国际社会大部分国家的支持下,总有一天,巴勒斯坦将成为联合国的正式会员国,享有与其他会员国一样的权利。
